I think that people, particularly women, are heavily influenced by pop culture when it comes to appearance. Yes, a lot of fair skinned women want to be tan. I think that comes, in part, from mental slavery as well. People don't want to be pasty white or fish-belly white. White people want a "healthy tan" if there is such a thing.
