Uganda is serving an U-17 ban for fielding a player the FA didn't look at closely. His apparent age was investigated by Ugandan journalists and FUFA didn't fight the ban. They (FUFA) decided to focus on weeding out age cheats in the rest of the youth teams. That is why it would be difficult to find an older player on a Ugandan youth team right now.
