It was a banned substance but not a PED.
She admitted to taking Oxycodone for toothache before a race in 2010.
Though the medication is banned by the IAAF it isn't classified as a PED as it makes people feel drowsy. You can actually say she got banned for taking a medication that slowed her down.

I read that all she had to do was document that she took the medication but she didn't.

The sad thing is that you believe her. The fact that she goes to her coach and her coach gives her a medication he knows is banned, should tell you something.
I am sure her coach also forgot to document it. The IAAF will figure it out, it might take sometime. if BALCO were in a developing country no way they get caught and no way the athletes they supplied those drugs to get caught.
Carmelitta Jeter is another person just waiting to be caught!!
